Homeowners in Phelan Acres were spared from flooding Tuesday morning when ice broke free along the Kankakee River.
For six days Will and Grundy county Emergency Management Agencies had been monitoring the river as ice dams formed and shifted from below the Wilmington dam to the Will-Grundy line. At its peak, the river crested at 9.77 feet at the river gauge just upstream of the I-55 bridge.
